  1. Other parts of the state have lots of cheap housing, once you get outside the pockets of desirability like SF, West LA, La Jolla etc. There are vast areas of the state where housing is still cheap.

    So you have to look at those expensive pockets to see the problem. And invariably they are a combination of being scenic, having good weather, having a successful economy AND a major dose of zoning restrictions and NIMBYism

    I will near guarantee you that there has NEVER been al Ellis Act eviction outside of those pockets cited above, nor anywhere North of SF or in the central valley.

    And there are high rents in places where Ellis has never happened. So Ellis is not the cause of high rents.

    Finally I do not believe there is a displacement problem. Ellis evictions are only about 100 a year in SF. That is a statistical footnote. And the natural rate of turnover of tenants is far far higher than that.

    Social mobility can be good for a town.

  2. The state agrees . They say that SF caused its own housing problems so must solve them without the state

    Ellis did not cause high rents or home prices in SF

  3. How we got into this crisis is not important, resolving it is. We need to convince the state representatives to not put up any roadblocks that stop the efforts of local governments to solve their displacement problems any way they can.

  4. Even were that not so, adding units to the rent controlled stock would hardly moderate pressures on market rents. The way to help tenants is to provide more places to live, both by improving transit to make more areas accessible and by building them.

  5. I agree that Ellis is a footnote in the grand scheme, and I have no idea why the tenant lobby devotes so much attention to such a small factor (although as a landlord, I am happy that they do).

    But market-rate rentals in SF are protected by another state law, Costa-Hawkins, which would be even harder to change than Ellis. There isn’t anything the city can do about rentals that are exempt from rent control.
