A battle over mayoral power?

A new reform effort aimed at limiting outside employment by SF supervisors made the front page of the Chron Dec. 9, but a much-more-significant change in board rules is also under discussion and could wind up on the ballot soon.

The Harvey Milk club is polling on a question that’s bothered me for decades: Why should the mayor have the ability to fill vacancies on the Board of Supervisors?
